Monarch is a recessive gene. A ball python needs two copies to look Monarch; with one copy it looks normal and is called het Monarch. Pair two hets and about a quarter of the babies are visual Monarch, while the normal-looking siblings are each 66% likely to be het. Breed a visual to a normal and every baby is het, which is how most Monarch projects start.
